Preheat you oven to 350 degrees F. Line 2 baking sheets with parchment paper and spray with non stick spray. In a large bowl, mix the powdered sugar, butter, vanilla extract, peppermint extract, and egg with an electric mixer until fluffy. In a separate bowl, combine the flour, crushed candy canes, baking powdered, and salt. Add the flour mixture to the wet mixture and mix until well blended. Stir in the chopped Hershey’s Kisses. Place about 1/4 cup of sugar in a small bowl. Shape the dough into 1 inch balls and roll into the sugar. Place the dough balls on the prepared baking sheets 1 inch apart. Bake for 10-12 or until set. Remove the cookies from the oven and let them cook for 5 minutes then press a Hershey’s Kiss in the center of each cookie.
