Preheat your oven to 350 degrees F and line 2 baking sheets with parchment paper. In a mixing bowl, whisk together the flour, baking powder, salt, nutmeg, and cinnamon. Set aside. In a separate mixing bowl, cream together the butter, sugar, and brown sugar until fluffy with an electric mixer. Mix in the egg yolks, one at a time, until just combined. Scoop tablespoonfuls onto the prepared baking sheets, 2 inches apart. Bake for 11-13 minutes. Let cook on the baking sheets for 5 minutes before transferring to a wire rack to cook completely. For frosting, whip the butter, rum extract, and 3 tbsp eggnog together. Gradually add the powdered sugar. Add additional eggnog until the frosting is desired consistency. Frost the cooled cookies before serving.
