In a large mixing bowl, whip the cream cheese with an electric mixer. Gradually add the powdered sugar and mix on low until it is all incorporated. Add in the peppermint extract and mix well. Roll the dough into teaspoon sized balls and place on a baking sheet lined with wax paper or parchment paper. Make a small well in the center of each ball. Cover the baking pan(s) and refrigerate for at least 2 hours. Melt the chocolate chips in the microwave at 30 second intervals until melted and smooth, stirring between every interval. Fill a piping bag or freezer bag with a tiny piece of one corner cut off with the melted chocolate. Fill each peppermint well with chocolate and let cool before serving.
