Cook ground beef in a skillet over medium high heat. Season with the taco seasoning mix, garlic, cayenne pepper and chili powder. Simmer for about 10 minutes. Preheat the oven to 375 degrees F. In a 9×13 inch baking dish, place 6 tortillas on the bottom and 1/3 of the salsa on top. Put 1/2 of the beef and sprinkle 1/2 the shredded cheddar and Monterey Jack cheese. Repeat the layers on top with the remaining cheese. Bake in the oven for 30-45 minutes or until cheese has thoroughly melted.
