Preheat your oven to 400 degrees F and spray a 9×9 inch baking dish with nonstick spray. Bring a pot of salted water to a boil then add the Brussels sprouts. Cook for 6-8 minutes, or until beginning to soften. Remove from heat, drain, and put them in a bowl of cold water to prevent any further cooking. In a medium saucepan over medium heat, melt the butter and whisk in the flour. Stir for 1 minute. Slowly whisk in the cream and add in the garlic. Cook for 3 minutes, whisking occasionally until the sauce thickens. Remove from heat and season with salt and pepper. Drain the Brussels sprouts well and cut each one in half. Make a layer of Brussels sprouts in the bottom of the prepared dish and top it with half of grated cheese. Pour the cream mixture over the Brussels sprouts and cheese. Top with the remaining cheese. Bake for 12-15 minutes or until bubbly and golden on top.
